With reference to the emigration of Chinese coolies to the Transvaal, I am directed by His Excellency the Officer Administering the Government to transmit to you copies of Lord Milner's telegrams Nos. 1 and 2 of the 16th. instant received here next day, and a copy of a further telegram dated the 17th. idem,

For convenience of reference I enclose (1) a copy of the first telegram from the Secretary of State re- ceived through the Governor of the Straits Settlements, which is more accurate than that which has doubtless reached you through other channels: (2) a copy of the schedule to the Convention,

now signed, which has been extracted from Lord Milner's tele- gram No. 2 of the 16th. instant: (3) the instructions to the Emigration Agents revised in the light of the three telegrams referred to: and (4) a proof of the form of contract of service

as supplied by Mr. Perry after seeing the telegrams.

I may add that copies of all these docu-

ments are being sent by the same Post to His Majesty's Minister

at Peking.

I regret that this Government has at pre-

sent no copies of the Indian Emigration Act of 1883 or of the

rules thereunder.
