With reference to the emigration of Chinese coolies to the Transvaal, I am directed by His Excellency the Officer Administering the Government to transmit to you copies of Lord Milner's telegrams Nos. 1 and 2 of the 16th instant received here next day, and a copy of a further telegram dated the 17th idem,

For convenience of reference I enclose (1) a copy of the first telegram from the Secretary of State received through the Governor of the Straits Settlements, which is more accurate than that which has doubtless reached you through other channels: (2) a copy of the schedule to the Convention, now signed, which has been extracted from Lord Milner's telegram No. 2 of the 16th instant: (3) the instructions to the Emigration Agents revised in the light of the three telegrams referred to: and (4) a proof of the form of contract of service as supplied by Mr. Perry after seeing the telegrams.

I may add that copies of all these documents are being sent by the same Post to His Majesty's Minister at Peking.

I regret that this Government has at present no copies of the Indian Emigration Act of 1883 or of the rules thereunder.
